Legal Basis:
 1987 Constitution- state policy to free the people from poverty;
RA 8425 – Poverty Alleviation Act; policy of the state to adopt an area-based, sectoral and focused intervention to poverty alleviation

DILG Memo Circular 2003-2005 directs all Government  Unit to actively implement Bayanihan Savings Replication Project;

E.O. 14 series of 2003 – Mandates the CSWDO to implement F.R.A.M.E.as poverty alleviation strategy in GSC.

RA 7160 – Local Government Code promotes the establishment and operation of people’s and NGO to become active partners in the pursuit of local autonomy;

What is F.R.A.M.E.

F.R.AM.E. Stands for Family Resource Allocation Management Enhancement Saver’s Movement.


It is a series of organized and purposive activities by Socio-Economic Transformation Groups’ members in the city working concertedly and in unity towards the attainment of the established goals and objectives.

It is an Anti-Poverty Initiative to reduce the incidence of poverty thru saving a part of your income and adopting positive values. It also adopts the three (3) principles of the Bayanihan Savings Replication Project of the SEC. JOEY LINA that: All Can Save, Even the poor; No God no success; Synergy-there is power in Unity.
